Jingmin Huang is the director of Urban Development and Water Division, Pacific Department at Asian Development Bank. She holds a PhD degree from the Oxford University, and bachelor’s degrees from Tianjin University, China. Dr. Huang has thirty-year experience in the fields of urban planning, water, wastewater and solid waste management and project development including 13 years with ADB. As the director, she supports the team to focus on sustainable urban and water service delivery in Pacific Island countries by working closely with governments and development partners on technical, safeguards, financial management, and procurement issues. Through collaborations with PARD Divisions and SDCC, she also engages the team in moving forward with several initiatives including the Healthy Oceans agenda.
Before that, she led the processing and implementation of several urban loans and TAs in South Asia Department. Previously, she was in Sustainable Development and Climate Change Department responsible for ADB urban initiatives including ADB's sanitation and wastewater management revolution, the green city initiative, the smart city initiative and the solid waste management sector. Prior to joining ADB, she was a lecturer at Oxford University, UK.
